Another step forward for animal welfare in Colorado!
A new bill strengthens protections for dogs and cats by making it illegal to sell, give away, or advertise pets in public places like:
🚫 Streets
🚫 Highways
🚫 Parks
🚫 Parking lots
🚫 Outdoor markets and other public spaces
Why this matters:
✔️ Too many animals are sold or given away in unsafe environments—without proper vet care, vaccination records, or oversight.
✔️ This law helps prevent irresponsible pet transfers and protects animals from exploitation. It also protects consumers who have no recourse when they end up with a sickly animal.
✔️ Importantly, this law also targets backyard breeders by shutting down one of their primary sales outlets: street corners, parking lots, and pop-up markets. Removing this outlet takes away the incentive to breed irresponsibly for quick cash, helping reduce the overproduction of unwanted animals.
Here’s what else the bill does:
✔️ Requires dogs and cats being imported for sale to have proof of veterinary health and rabies vaccination (if over 6 months old)
✔️ Adds criminal penalties for violations, including public pet giveaways
✔️ Allows cities and counties to add stronger local protections
