Great news for Colorado renters and pet lovers!
House Bill 25-1207 was signed into law this week – and it’s a game-changer for pet-inclusive housing and insurance fairness.
Here’s what the bill does:

Ends breed discrimination in insurance. Insurance companies can no longer deny coverage, cancel policies, or raise premiums just because of your dog’s breed – whether you own a home, rent an apartment, or live in a multi-family unit. They can still consider individual dogs declared dangerous, but not breed alone.

Opens more doors to renters with pets:

Starting January 1, 2026, any new affordable housing development receiving public financing in Colorado must allow tenants to own or keep up to two dogs or cats – regardless of breed or size.
Landlords can still set reasonable rules, like:
• Requiring leashes and clean-up
• Charging a pet deposit or pet rent (within legal limits)
• Prohibiting dangerous dogs (per state law)
• Limiting pets based on unit size
But they can’t enforce blanket bans based on breed or weight.
Why this matters:
More than 70% of Colorado households include a pet, but pet restrictions often force people to give up their animals just to find housing. In fact, according to Best Friends Animal Society, difficulty with housing is the #1 reason dogs are surrendered to shelters. This law helps keep families together and pets out of shelters.
