Why our Canine Welfare Policy Program is important: Companion animal welfare policy is highly politicized in Colorado, requiring experienced navigation around the many sensitive issues arising in legislation and regulation. We have created productive relationships over the last many years with Colorado legislators and regulators, resulting in consistent participation in policy-making conversations. Our unique ability to bring fact-based discussions to what are inherently emotional debates over policy-making is supported by our Research & Education Program.
We work to improve animal welfare through legislative advocacy, regulatory reform, consumer protection, and systems-level policy solutions. By bringing research, data, and practical experience to the policy-making process, we help ensure that decisions affecting companion animals are based on evidence and measurable outcomes.

We advocate for consistent standards, meaningful disclosure requirements, and accountability across organizations involved in the placement and sale of dogs. | SYSTEMS CHANGEMany animal welfare challenges begin long before a dog enters a shelter. We focus on identifying policy solutions that address root causes and improve outcomes for both dogs and the people who care for them. |
